The mental health agenda

 
Anita Hoge talked on Caravan to Midnight about Common Core (US school curriculum) and the mental health agenda. It is always a good idea to check out what is going on in the United States because it does give an indication of what is going to be crossing the Atlantic.

In a later interview Hoge talked about the reauthorisation of ESEA (Elementary and Secondary Education Act)

"That`s a new piece of legislation," she said "that is on the federal level to nationalise education. .. First of all, the law that we have been implementing for Common Core for the last several years since 2010 is called No Child Left Behind which was actually implemented in 2008 . There were waivers and all sorts of things that happened...without conventional authority and they`ve been implementing it prior to new legislation being written. So that legislation is called No Child Left Behind. That was the Bush administration who mandated that individual kids had to meet standards in order to graduate."

"So, there`s this great big fight right now...I`m just going to say this: the Republicans, the Democrats and Obama are working together to restructure the United States of American for Education. So this is basically what this reauthorisation is all about... They`re planning to write a bill that amends No Child Left Behind which was passed in 2013 but was then held up in committee.... What you have to understand is that our country was not up to speed yet to accept this. They had to have the technology in place. All the grants had to be in place - the teacher training has been going on for two years; so they`re training the teachers to teach all of this behaviour modification and mental health agenda that I talked about in the last show."

"Anyway, these Bills have been brought forward in this administration and they are speeding these through the House and the Senate. We`ve been talking about the Senate Education Committee pushing this Bill through and no-one has been invited except the teachers. They`re only talking about 14 pages out of that whole Bill and they only released 400 pages but the Bill is 1200 pages long. So they`re not even talking about the whole entire Bill.  It doesn`t even have a number on it... (they`ve marked it all up).  So then the House came out with a Bill that has been referred to as a `kissing cousin`which means it`s almost exactly the same as what they are bringing forward in the Senate."

"So you have these two Bills moving forward, `kissing cousins`, exactly the same except for one thing - they`re debating choice: how the money is going to follow the child."

"You had to have 40 percent of children on free and reduced lunch in order that they can create a Title 1 school. So what they did was to put the 40 percent down to zero. So what that meant was that every child was Title1. It`s a waiver. They`re waiving federal law."

"Who`s waiving federal law?" asks the presenter.

"Secretary Duncan. He created a waiver that waived the poverty guidelines," says Hoge.

"Is it even legal for the secretary to create this waiver?"

"No, it`s not legal. They`re actually bypassing state government, federal government and they`re implementing this agenda without congressional authority and without citizens knowing that they`re doing it."

Hoge goes on: "No-one has stopped Obama; he can do anything he wants....He`s in a position of power that no-one is stopping him and he`s creating an agenda that will eliminate our representative government. It`s a huge states rights issue."

"When you say every child is Title 1 and the money is going to follow the child, that bypasses state government does it?"

What that means is, because of the new criteria, every child is Title 1. That sets up two things: data collection on your individual child ...but it also marks your individual child for remediation towards government objectives.  So it identifies your individual child to meet all the Common Core objectives which are also the attitudes, values and dispositions that we talked about. That`s why I filed the federal complaint against the State of Pennsylvania - because they were testing attitudes, values and dispositions. They were violating federal law. They were violating civil rights...Do we have a right to think what we want?  Do we have a right to say we have an opinion about something?  So now the government is saying you have to have - they call it a minimum cognitive attitude -  you have to have the attitude of the government in order to meet certain criteria. So the government is scoring and remediating personality traits of children at school."

"Minimum positive attitude ratings?" muses the presenter.

"That`s what they said. The children have to have a minimum positive attitude and it`s being scored to what they call a criterion. They have a standard for honesty, interpersonal skills, getting along with others, - it`s all geared towards collectivism, the whole thing.  I have the whole test... It`s scored towards group effort, following the group; everything has to do with the group... They`re called affective domains. All that means is that they`re testing the values of your children. They are creating a standard. This is the mental health agenda that Obama put forward a year ago to identify children with mental health disorders,  Zero to age twenty one."

"This is where a lot of the remediation is going to take place, in the early years. We have to train children - that`s what Charlotte Iserbyt always talks about,  the operant conditioning - that is your functional literacy part; but you have to have the right attitudes. So if we`re going to change this country from a representative government, we have to have everyone thinking collectivism...communism, whatever - because the government controls the standards."

"So this Title 1 blanket is saying `Johnny, you`re going to have to meet this outcome or you`re not going to graduate. You`re not going to go to school; you`re not going to go to college. This is your upward mobility for your child and their future...` We`re moving towards a national diploma."

Hoge says: "Remember I think I asked you before what do you think when the state says you have to pass a test in order to graduate?  That removes all local control. It moves it to the state. The state is creating that standard. But it is a federal standard because they have mandated all of the Common Core through this Race to the Top funding...They`re trying to move any control that you have further and further away from your tax base."

Hoge is asked: "Why can`t the individual states push back and say `We`re not doing this?`"

"They can`t;  because a lot of them have accepted all of the money. A lot of them have been taken over by the people who want this: the Chamber of Commerce, the Business Round Table. This is to create human capital... The Department of Labour created these standards with Education which were functional literacy -  the docile worker of tomorrow, the global worker. If we have to compete with China - what kind of workers do you have in China?  Slaves. Right. It`s the docile worker. We don`t want you to complain; we don`t want you to say that you have rights - you don`t have rights. You stay in line, or you don`t get your bowl of rice."

"This is basically where we`re going. It`s the complete total quality management. They call it feedback loop control. What does that mean? They have this database that monitors the children, the standards, the teachers, the curriculum, the teacher training, and they can cross reference all the information .. You cross reference all the information, so you identify the child if they are not meeting outcomes by the test. You have to validate all that curriculum to be sure that it`s teaching to those standards. You have the teacher retraining. Why do you think they have to retrain teachers?  Don`t you think they have the reading and math teacher ready in college?"
 
Hoge adds: "Most of them are going along with it. ... When teachers are monitoring these children in their attitudes, values and behaviours, they are really practising without a licence. This is one of the violations in Pennsylvania - that teachers are being primed to monitor the mental health of children in school . These are teachers turning over your kids to the Federal government. You realise that? Because all the information is collected on the local level."

The destruction of education


`Crimes of the Educators` with Alex Numan

Following Alex Numan`s talk about the history of education in America, Dr Duke Pesta, speaks about the Common Core State Standards (CCSS). Despite six years of Common Core and about 400 talks in forty different states, he is disappointed that there is still about ninety percent of every audience who does not know what Common Core is. It is for that reason Common Core is winning.

"What is farce?" he asks the audience, and gives a quote from Karl Marx. "History repeats itself, first as tragedy, second as farce."

"What Marx meant by that is if you win the battle of history, if you tragically transform, then everything that comes next is farce. And Common Core is nothing but pure farce."

He continues: "So Alex took you over 100 years to show you how American Education went from the best in the world... the most equitable - went from all of that to being a tragedy, a tragedy of too much corporate involvement, too much meaningless testing, too little real accountability."

"They have got us dizzy with a thousand different crises every week," explains Pesta. "Trying to pay a mortgage, gas prices, keeping up with everything... Lack of transparency is a huge advantage."

"Say what you like about Obamacare ... it did appear in front of the Supreme Court. None of that happened with Common Core. Nobody was consulted about Common Core. I`ve said it many times in my talks that educational reform is every bit - probably more dangerously transformational than even healthcare, because you`re getting kids - and you are completely warping them with regards to how to view their own government, with regards to how to view their civic responsibilities. You`re shielding them from critical information about what`s made this country successful ... You`re shielding that information, and you`re replacing it with a lot of loaded propaganda."

Pesta identifies the real turning point in American education as taking place after the second world war and provides a quote:

"Far too many people in America, both in and out of education, look upon the elementary school as a place to learn reading, writing and arithmetic..."(1947)

"They had no intention of leaving it that way." says Pesta. "You heard about Horace Mann; you heard about John Dewey."

Well, a lot of these ideas might originate in America but they do cross the Atlantic and are settling into classrooms in Scotland under the guise of health and wellbeing.

The assault on critical thinking

Communism's Assault on Intellect was hosted by Jeff Nyquist and Allan Dos Santos who interviewed Robin Eubanks, author of Credentialed to Destroy. They discuss how Communists devised new principles of education to disable critical thinking and prepare the way for mass indoctrination.

"You`ve got what I`d call an ideas focussed education where instead of learning facts you learn ideas and you imagine how the world might be different and that kind of education just primes people for collectivism because there`s nothing in their educational background that lets them imagine the bad consequences. Those with a history major or anyone with a factual background or a good knowledge of human nature would immediately see, well that won`t work. There`s nothing in their background that allows them to appreciate that. "

"So no more reading, writing and arithmetic ? Are they short changing those subjects ?"

"I cover the reading wars in the book as well as the maths and sciences. What I discovered when I got into the research was there was never a dispute on how to properly teach reading, maths or science. There was an understanding that what are called secondary symbol systems - where you`ve got the alphabet that represents the sounds, and then the sounds are what is replicated in print - those secondary symbol systems are like oxygen to the human mind and ignite this ability to imagine different scenarios. You appreciate when you`re being told something that`s not true . So yeah you could say whole language has brought us lower standards because it does get in the way of that ability to think."

"Is this intentional that they are short circuiting critical thinking? Is this being done on purpose ?"

"Yes, and I`ve got those quotes in the book and what`s truly horrifying is that so much of the maths, science, whole language and coding for all interferes with the ability to think. They know that. That`s the whole purpose of what they`re now calling a concept driven education."

"The new science standards all say how they`re just going to teach core disciplinary ideas and what they call cross study concepts and themes. So those ideas become all the knowledge there is and there`s not an emphasis on facts." 

"You`ve mentioned before this is a global initiative . So where is this coming from ? Who`s behind it? Who`s doing it?"

"UNESCO is probably the primary pusher globally but so is the OECD . When you hear about all these international assessments - you know like `how`s your country doing ?`- all of those international assessments like PISA and the international comparative assessments of student achievement in mathematics and science, TIMSS, all of them are created to actually drive global education reform in a common direction, with what went on in Scandinavia in the late 50s being the model."

"The guy that set up the learning assessment, Torsten Hussen, he wrote a book called the Learning Society and later the Learning Society Revisited and he laid out the whole purpose of these international assessments. In my book I cover the beginning of PISA which the OECD created. They laid out what they called the definition and selection of competencies and the competencies push is what is going on all over the world, also called 21st century skills. It is being run out of Australia. The assessment and teaching of 21st century skills also brings in Microsoft, Intel, Cisco and then surprisingly the other global push is coming out of the World Bank. They had a meeting in Lima, Peru, a couple of months ago - I think it was in October - and they laid out their plan for the world, both developing countries and developed countries. They will be seeking changed mental models."
 

"So all of these organisations have been convinced that this is the way to go and who convinced them ? Is there a political agenda here? Is there a specific country where these ideas originated ? "

"I would say the ideas originated in the United States and there are documents that show people from all over the world came to get their graduate degrees in the US where education had a behavioural science focus. A lot of the actual research on these ideas, once they were created, took place in the old Soviet Union and you will see people who are well known professors of this model and when you look into their backgrounds you will discover that they were an exchange student for a famous Soviet psychologist like Alexander Luria  or Aleksey Leontyev  in the sixties and so, yes, they go back and forth . They will then become a translator into English of these books which were originally written in Russian."
 

"And so there may have been a cold war going on but there wasn`t a cold war involving the psychiatrists and the behavioural psychologists and the behavioural scientists. They always worked hand in hand throughout the fifties, sixties, going forward. Still do."
 
"And behavioural science applied to the education of children, I mean is a kind of stimulus response - the way you can kind of get a dog to salivate when the bell rings is this kind of what they`re doing to children ? Are they trying to elicit certain responses from them ?"
 
"No. What you`re talking about is behaviourism. They`ve got much better. They don`t think behaviourism works very well and so they came up with a hybrid model. It`s what they wanted to do with behaviourism but they understood they needed to get what I just said: to get at those mental models. Going back to what we talked about with reading, maths, science and now coding for all. They understand that the rational mind filled with facts can`t be manipulated through the behavioural sciences in the same way as an education that is grounded in activities, ideas first, and seeing the world through those ideas. So that`s become the point of emphasis. They call it programmed instruction. I tend to call it cybernetics because that`s what it`s grounded in."
 
"When I talked about the competencies push going on all over the world - a way to shorthand that is that competencies get at what is internalised within an individual`s mind, as well as how it manifests itself in behaviour. And it`s that hybrid that the competencies push is pushing all over the world and again you`d never see it because competencies sounds like one of those dictionary words that you know what it means so you don`t question it."
 
"But the real thing they`re cultivating is incompetency, isn`t it ?"
 
"What they`re really cultivating is this sense that either you`re acting unconsciously in which case you`re not really thinking about what you`re doing and what has been cultivated through values, attitudes and beliefs and have become habits of mind. Or if you think you`re planning what you`re doing with your mind the concepts have been inculcated - so you think you`re autonomous. You`re not really autonomous at all which is kind of why I call my blog Invisible Serf`s Collar. You`re being managed but you have no sense you`re being managed."
 
"So it`s a stealth take-over of a person`s opinions and brain without them really having a say in it. ?"
 
"Absolutely, and there`s a tremendous amount of neuroscience research going on now . It ties to the White House and it`s called the Brain Initiative and they absolutely lay out the sense to which they are targeting how the brain works in order to see whether these educational ideas have taken root."
 
"And the children, they don`t read better, they don`t think better, calculate better than the children under the older system of education. Is that it ?"
 
"That`s absolutely it, and again it`s purposeful. ..When I lay this stuff out a lot of educators say they were never told it was deliberate. They just wondered why nobody in their schools of education ever taught them to teach reading properly, and they all read my stuff and go, that`s it. That explains everything I`m being asked to do in the classroom and I wish more parents knew this. I wish more parents were upset. I would have greater leverage if more parents understood what`s really being pushed in the classroom and why."

I've been attending new math tutoring classes at the library so I can better help the kids I watch with their homework....

This is an example of the dumbing down process in the US as a straightforward subtraction is turned into a procedure with multiple steps.

Bright kids get frustrated while those kids who struggle get totally lost.

The transatlantic collaboration

As if the Named Person scheme, joined-up governance arrangements and the total view of the citizen were not big enough impositions on individuals in Scotland, these systems are only a small part of a much larger plan.

Here`s one example: Sitra are building a successful Finland for tomorrow`s world, they say. Actually their ambitions go much further than that, as documented in Governing the welfare state and beyond: Solutions for a complex world and uncertain future written by Eeva Hellström and Mikko Kosonen [The Finnish Innovation Fund Sitra]

They advise: "Support the transition of the ‘welfare state’ towards a ‘welfare society’, with more shared responsibilities and coordinated activities by public, private and civil society actors for the best solutions as a whole." That has more than a bit of Carnegie and John Elvidge about it.

They are not lacking in confidence either. By following their ambitions and recommendations, they claim that the EU and its member states have the potential to become forerunners in modern governance. [That is, `scientific management` and rule by administrative and unelected boards.]

Sitra has a lot to say about education as well.

The project will also seek to form an international network of thought leaders working to renew education for the future."

I think people in Scotland are beginning to see what a trap the well-being agenda is. I mean, who believes that a Named Person for every child and a single police force with guns and surveillance cameras, is improving anything ? Well-being, sustainability, climate change, global citizenship and all the paraphernalia that goes along with a dumbed down education system are fundamental elements of the indoctrination programme called Curriculum for Excellence. Put the pieces together and it is easy to see what this is. How come a party which proclaims to be for Scottish independence is preparing Scotland`s children for the New World Order when that means all autonomy will be lost? How come the opposition parties do not point out the audacity of the SNP doing that?

Rather than the silence which is deafening !

At one time those who spoke out against Agenda 21, the UN action plan for sustainable development, were accused of being conspiracy nuts. Strange that, when it is being rolled out according to plan and the evidence is there in the policies and in the multiplicity of documents sprouting from all directions.

Databases and the global map


"Social, Emotional, Behavioral Data is collected at school and entered into state longitudinal data warehouses accessed by 3rd party data miners. Anita Hoge is the parent who put pressure on the Pennsylvania state to withdraw the EQA which was a test to assess attitudes, values and behaviour in the classroom. The state was forced to withdraw that policy with an assurance that it would never do it again. However, Hoge has found that the state is attempting to implement the same kind of profiling of children.


Speaking to the House she says: "When you stated that the House would want local control... they did not want a national standardised test; that they did not want it to be burdensome, that they wanted to protect the privacy of children, I can tell you that the Pennsylvania Department of Education is violating every one of those, right now."


She explains that what is happening is a federal encroachment by having standards coming down on to states from the federal government. Moreover they are stating that every child has to meet specific outcomes - a huge power shift, where before it was the local district that created the standards.


Not only that, the Family Education Rights and Privacy Act (FERPA) was changed by an executive order of the President. The state departments of education are now allowed to have contracts with third party contractors. Most people do not know that these third party contractors can have access to personally identifiable information on children.


The Pennsylvania Department of Ed has accepted over 24 million dollars from the National Education of Statistics to implement a data system that will collect information on individual children. When Anita Hoge looked closer at the contracts she discovered that the database was to be implemented as a national ID system for every child, adolescent, adult, teacher ... in the US.


She says: "The significance of this was that the data system was to be implemented to create a womb to workplace data system."

 What populations want is neither here nor there. The Scottish establishment with its Named Person policy and integrated datasets is doing its best to accommodate to the corporate global vision.

"Asked where Scotland sits compared to Europe and the US, chief executive Gillian Docherty said: "We`re not behind. I think we often hide our light under the bushel, so to say, but we`re doing some really great things and part of our mission is to put us on the map more."

Community schools in America

 

"Lawmakers and the Obama administration are plotting to unconstitutionally commandeer local schools and turn them into `full service community schools` government centers that will usurp vast new responsibilities over children that have traditionally been handled by parents and families. Under the plan, adopted in the Senate last month as part of a massive `education bill` solidifying federal control over children and schools, federally funded so-called community schools will `target` families and children for `services` covering their `academic, physical, social, emotional, health, mental health, and other needs.` If Congress and the Obama administration get their way, these full-service parent-replacement centers will soon be coming to a community near you, along with the swarms of government workers in charge of `home visitation` and `parenting education` under the program. In fact, even without legislation to authorize it, Obama’s education bureaucracy has already started using tax funds to create the `community schools` nationwide..."

"Essentially, these Obama-backed `community` schools will become your child’s parents, nanny, educator, doctor, dentist, food source, psychiatrist, and more. It was not immediately clear whether hugs would be included, but practically everything else is. In other words, these `schools` will expand and accelerate the ongoing usurpation of the role of families and parents in raising the next generation of Americans. And just in case, parents can receive home visits from the swarms of federally funded school bureaucrats in addition to parenting lessons from Big Brother on how to care for Big Brother’s children. The federally funded `full-service community schools` will also be keeping watch for Big Brother, with tax funding allocated to help the parental-replacement centers create data-collection systems aimed at knowing everything about everyone... "

It looks familiar.

In Scotland the same type of programme is being implemented via GIRFEC and the Named Person scheme, another `whole child` approach which embraces the `whole community`.

Community Learning and Development (CLD) is a way of working with and supporting communities and links effectively with Curriculum for Excellence, in particular in relation to literacy, numeracy and health and well-being...
Family learning is a strong feature of work involving parents and children in many primary schools. Community groups and voluntary organisations help to deliver key outcomes for communities through their work with schools.
