Mum and baby found dead

Dear Theresa May

As survivors and associated professionals, we were very much hoping to take up the invitations to engage with your Ministerial Officers to discuss the Child Sex Abuse Inquiry but we regret to say we have to decline. We, alongside many survivors, have made numerous representations to you regarding our view that the Inquiry as it stands is not fit for purpose. Its Terms of Reference (ToR) are inadequate for delivering the original declared intentions of the inquiry, namely to investigate government and establishment cover ups of paedophiles in their ranks and aiding bringing the perpetrators to justice.

Secondly, both your appointees to Head the Inquiry Panel have had to be forced out by survivors because of obvious conflicts of interest, and you have failed to address similar issues regarding other Panel appointees.

Accessible information/early help

At least the proposal for a named person for every child in Scotland helps to focus the mind on this data gathering/data sharing scam. In some ways it must be more difficult for those down south and elsewhere to see the dangers in their own authorities` drive toward systems for change.

According to Phil Neal who speaks for those down south and elsewhere the "team around a child" approach has brought  more services together.  Social care, schools, health and the police – and the early help agenda is changing the way problems experienced by vulnerable families are being tackled by professionals.  Of course, what he does not say is that the `team around a child` approach is sanctioned by Phil Neal, managing director of Capita One, because Capita One has the IT solutions for the data sharing required by this approach. The conception of the `team around the child` approach he speaks about and Capita One`s contribution is a nice public/private partnership being set up under the radar. The shared language between social services and the IT solutions is a give-away.

Think about that for a moment.

They have trouble IDENTIFYING the families.

In other words this is an enterprise that hunts for certain families - who are not asking for services. The authorities will need to go through a lot of data to find them.

The survey was conducted at the Capita One Annual Conference 2014, which was attended by 107 children’s services staff from across the UK.

Commenting on the survey results, Phil Neal, managing director of Capita One, said: "It’s interesting to see how many local authorities are actively implementing early intervention strategies in children’s services. However, as the figures show, there are barriers that still need to be overcome to ensure teams are successful in turning around the lives of the most vulnerable in society."

"A goldmine of information is gathered by authorities and other agencies that can be used to identify the children and families who need help. But in some areas staff report that confusion can exist over when and how this information should be shared. Removing barriers to efficient and effective data sharing is not only critical to ensuring early help is delivered to those who need it most, it is also central to ensuring services make a difference."

Phil Neal concludes: "The results suggest that more work needs to be done to ensure key information on children and families is easily accessible to the teams they are in contact with. As more and more authorities focus on delivering early help, this will become increasingly essential to ensuring that schemes achieve better outcomes for all those living in the most challenging circumstances."

Barry Dodson charged with indecent assault

"FORMER Rotherham mayor Barry Dodson has been charged with indecent assault."

"Dodson (67), of Cranworth Road, Rotherham, who spent just three weeks as mayor following a civic ceremony in July, is alleged to have committed the offence against a 13-year-old girl in 1987."

"He has been released on bail and will appear at Sheffield Magistrates Court on December 18."

"In a statement issued to the Advertiser earlier this year Mr Dodson’s solicitor, Steve Smith, said: `If any proceedings are brought they will be defended vigorously.`"

"The Independent Jersey Care Inquiry is hearing statements and evidence of life at the Haut de la Garenne home."

"A witness who was in care at the home said abortions were carried out."

"He said it happened several times and claimed they were performed by a nurse when girls became pregnant after being raped by members of staff."

The Better Start experiment

"On discovering in 2013 that her then 10 year old had been asked to complete a 69 question survey in class time online without her explicit consent, Dee (Thomas) investigated the background to what she and many others immediately recognised as a state intrusion into private family life...."

"Along the way Dee discovered from the ICO that the survey data was in fact being collected to enable local Scottish councils to meet their obligations to the forthcoming "Named Person" provisions to be introduced into Scots Law in 2016. Dee is now an active participant in the No2NP campaign. "

"Dee also discovered an adaptation of Evidence2Success project is now extended into England in areas of poverty under the BIG Lottery Better Start project and she is challenging BIG to explain their stated plans to fund epigenetic testing (Buccal swabs /hair cuttings from small babies) only in areas of multiple deprivation. Dee feels ethically the "science" behind epigenetic testing is in itself very new, complex and unproven, that future implications of testing are as yet unknown and that asking young, often vulnerable pregnant women for consent to test their babies poses serious issues relating to the obtaining of freely given fully informed consent."

On their website we are informed that the Better Start initiative aims to improve the life chances of over 60,000 babies and young children in England. "They are investing £215 million from the Big Lottery fund into five local authorities: "Nottingham, Southend-on-Sea, Lambeth, Blackpool and Bradford. The five local partnerships will use up to £50m each to redesign local services to test science and evidence-based approaches focussing on three key areas: social and emotional development, nutrition and communication and language development."

So Better Start are looking to build up the evidence base to back up the early interventionist approach. People need to know that the Big Lottery Fund is being used for a giant social experiment which has severe consequences for the targeted population, many of whom are being set up to lose their children.

They go on: "Better Start have appointed the Social Research Unit at Dartington to support their (project)." This is the same organisation which the Scottish government commissioned for their surveys. Small world, isn`t it ?

We are further informed that "The Big Lottery Fund is not alone in investing in this policy area; in England, the Troubled Families programme aims to turn around the lives of the 120,000 most `troubled families` and has recently been further extended to engage a further 400,000 families; whilst in Wales, Families First aims to develop effective multi-agency approaches to improve outcomes for families...Many are implementing `tried and tested` approaches such as having a `key worker` that acts as a single point of contact for the family."

They do not say where this has been `tried and tested` but a `single point of contact` is the same role assigned to the `named person` in Scotland.

Better Start say that there will be a `systems change` in the way that local health, public services and the voluntary sector work together to put prevention in early life at the heart of service delivery and practice.

`Systems change` is an interesting turn of phrase.

English authorities may be approaching this from a slightly different perspective but the `systems change` is delivering the same prevention/early intervention agenda as in Scotland. It`s quite sinister.

Should we teach parenting ?

Earlier this year there was an event at the House of Commons which asked the question ‘Should we teach parenting?' (This links to the idea of child protection through early interventions.) The debate is especially important to parents in Scotland because of the compulsory surveillance of parenting through the `named person.`

The panellists that night included individuals from a range of professions: Professor Rosalind Edwards (Southampton University), Professor Val Gillies (London South Bank University), John Hemming MP, Jennifer Howze (Britmums) and Naomi Eisenstadt (University of Oxford/former Director of Surestart).

It seems to me that the interest in teaching parenting is not about parenting per se.  The interests now are in certain groups - marginalised young mothers. The implication is that these groups have created their own marginalisation and it is being passed on inter-generationally through parents.

The other side of that is that the middle classes have got where they are today through the excellence of their parenting.

If you take that view that means that you can ignore the conditions under which people parent. You can ignore the fact that mothers might not have enough money or may be living in poor housing conditions or they may live miles away from family support or they may have got an expensive and infrequent bus journey to get to facilities.

Naomi Eisenstadt, one of the panellists, visited Scotland to see and comment on the work of the Early Years Collaborative.

She has a more disparaging view of poor parents which includes the grandparents. "I have three concerns on grandparent care: (1) it can replicate class disadvantage, in that the home learning environment of the grandparents is likely to be similar to that of the parents; (2) the grandparents themselves are often of working age and should be in paid employment; and (3) the sensitive issue of child safeguarding within family care."

A global education

Gordon Brown, former Prime Minister and Member of Parliament for Kirkcaldy and Cowdenbeath, is widely expected to announce before Christmas that he is stepping down as an MP at the May general election..

 

On the Newsnet website there was a lively debate about Scottish education and one commentator in particular went on the defensive to enthuse about Curriculum for Excellence:

"CfE is in its infancy but is a highly evolved and systemically coherent education package which encourages metacognition of learning: what we are learning, how we are learning, why we are learning, how this learning in terms of skills and knowledge relates to previous learning and real situations, and how can we use this; cooperative learning; skills-based over knowledge (but skills to access the knowledge, analyse, evaluate and make use of); higher order skills in terms of creativity and working in a group, while remaining pupil centred in terms of support and individual needs; all the learning and achievement is not academic nor classroom based."

CfE is still in its infancy but is highly evolved ? Apart from a wee bit of critical thinking required for that one - this is a concise summary of everything CfE has to offer. If it appears an airy fairy jumble, that is what the curriculum is, with an unnatural focus on the `learning self`, rather than knowledge for `its own sake` and a pretension that higher order skills will emerge from the naval gazing on learning.

Hand in Hand with this is GIRFEC the education component of which, in tandem with the HWB Subject area of the CfE ensures the drive is for every child to be safe, healthy, active, nurtured, achieving, respected, responsible and involved.

Not involved, but included but seven out of eight of the GIRFEC  wellbeing indicators is not bad for someone who is able to rhyme this rubbish off parrot fashion. In tandem with the health and wellbeing (HWB) subject area (safe sex from age five) there is GIRFEC profiling and databasing. So that is the systemically coherent education package and the sooner we are rid of it the better.

So what does Gordon Brown think of Curriculum for Excellence? Probably not much. "The former Labour leader called for an end to Scotland's centuries old education system and for common UK exams and qualifications. Mr Brown claimed most young Scots didn't want to be educated in an exclusively Scottish education system but instead wanted it integrated into one which was UK wide."

Of course, Gordon Brown did not say which particular exam and qualification system he had in mind. There is more than one in England. It looks like he opened his mouth without really giving it much thought.  Being the UN Special Envoy for Global Education perhaps he had loftier ideas on his mind.

Gordon and Sarah are working with corporate leaders who are committed to delivering on the promise of a quality education for the world’s children to form a global coalition of business leaders for education.

By 2030, the global workforce of 3.5 billion will include an estimated one billion workers who lack a secondary education, significantly hindering their countries’ economic prospects. As a result, without urgent action, businesses are likely to face a huge skills shortage, especially in emerging markets and developing countries, where most economic activity will be concentrated.

We have been warned.
