Smaller homes for smarter cities

The report gives examples of a number of projects:
Each of the city systems described ... can be transformed through the application of Smarter City principles - specifically, through the collection and combination of data, the application of analytics and the creation of intelligence and insight leading to action...
Smarter City initiatives hold the key. These can be at any scale, from large and complex schemes to much smaller projects that can be scaled-up over time.

IBM promotes the idea of Smarter Cities and ensures that `Stack `em and pack `em` projects are not mentioned.  However,  Agenda 21 clearly states that suburban households are unsustainable. Densely packed and highly monitored mega-cities are the planned future.
