Sharing GIRFEC data in Perth and Kinross


"It makes no difference that the Children and Young People Bill is not going to be enacted until 2016, Perth and Kinross have all systems in place to data mine every child and parent in their area. They make the point that: `Action to share confidential data about children between various agencies can be taken on the basis of a `gut feeling`. They press the matter with some urgency.  `Doing nothing is not an option - and Do not delay unnecessarily.`"

"These less than principled people urge that: `If you are working with a child, young person and/or their family and you do not have any concerns about a child or young person`s wellbeing, you may feel it appropriate to rely on consent, as a condition to allow you to share information !`" 

"I should think so!  But in these circumstances we have to ask the question: why would you want to share information?"

Consent should only be sought when the individual has a real choice over the matter. If you have a genuine, professional concern in relation to a child or young person’s wellbeing that you believe must be shared with another service, agency and/or practitioner with or without consent, there is no requirement to seek consent and you should rely on one of the other conditions for processing as outlined above.
